Roy Hill – Environmental Approval (2017)

GaiaRevolution developed a comprehensive environmental approvals strategy designed to secure all necessary environmental consents within critical project timeframes and aligned with the defined scope of works. This strategy considered the regulatory requirements under both State and Commonwealth legislation, ensuring a streamlined pathway through the approvals process while managing environmental risks and stakeholder expectations.

As part of this process, GaiaRevolution provided ongoing support to Roy Hill in the preparation of a detailed Mining Proposal, in accordance with the Department of Mines, Petroleum and Exploration (DMPE) guidelines. We also led the development of a Part IV Environmental Review Document under the Environmental Protection Act 1986, ensuring the proposal was thoroughly assessed for potential environmental impacts and that appropriate mitigation measures were identified.

In addition, GaiaRevolution prepared a Section 45C application to allow for a key project modification—specifically, the construction and operation of an In-Pit Tailings Disposal facility. This involved assessing the potential environmental implications of the proposed changes, preparing supporting documentation, and liaising with regulatory authorities to facilitate approval within the desired timeline.

Our integrated approach ensured that all regulatory requirements were met while maintaining project momentum and aligning with RoyHills’ construction and operational objectives.

Concrete Manufacturing Facility –Great Northern Concrete (2017 – 2020)

GaiaRevolution provided comprehensive environmental consultancy services to Great Northern Concrete, supporting the project from early-stage planning through to regulatory approvals and environmental management. Our involvement covered a range of key deliverables critical to project progression and compliance.

As part of our services, we prepared and submitted an Environmental Impact Assessment (EIA) to support a proposed scheme amendment. This involved detailed analysis of the potential environmental impacts associated with the amendment, stakeholder engagement, and ensuring alignment with both local planning frameworks and environmental regulations. Our strategic approach resulted in the successful approval of the EIA, enabling the amendment to proceed within the intended timeframe.

GaiaRevolution also led the preparation and submission of a Part V Works Approval under the Environmental Protection Act 1986. This process included the development of technical documentation, site-specific emissions assessments, and liaison with the Department of Water and Environmental Regulation (DWER) to ensure a timely and successful outcome. Approval was obtained without the need for significant revisions, reflecting the quality and completeness of the submission.

In addition, we prepared an Environmental Management Plan and a Dust Management Plan, tailored to the operational needs of the project and the characteristics of the site. These plans provided practical and regulatory-compliant strategies for minimising environmental impacts during construction and operation, particularly with regard to dust generation, noise, surface water, and habitat protection. Both plans were developed in consultation with project engineers and site managers to ensure feasibility and effectiveness in real-world application.

Through this work, GaiaRevolution supported Great Northern Concrete in achieving key regulatory milestones while ensuring environmental risks were proactively identified and managed, supporting the project’s long-term sustainability and compliance.

Collie River Revitalisation Strategy – Shire of Collie (2018)

GaiaRevolution led the development of the Collie River Revitalisation Strategy 2018 – 2022 on behalf of the Shire of Collie. The strategy addressed observed and anticipated environmental, social, and land use changes affecting a 12 km section of the Collie River, flowing through Collie Town. This included a comprehensive assessment of changes since 2008 and projected future impacts over the next five years.

The strategy was underpinned by a multidisciplinary approach, including:

  • Stakeholder engagement with local landholders, Traditional Owners, government agencies, and community groups
  • Extensive public consultation to ensure the values and concerns of the local community were reflected
  • Field investigations to assess current river health, land use impacts, and riparian conditions
  • A detailed literature review of previous reports, policies, and regional planning documents

GaiaRevolution developed the vision for the Collie River Revitalisation Strategy 2018 – 2022, articulating a clear, community-aligned direction for the sustainable management of the river corridor. GaiaRevolution also delivered a set of staged, practical, and achievable recommendations designed to support the long-term ecological health of the river, manage development pressures, enhance amenity, and align with broader catchment and climate adaptation strategies.

The Collie River Revitalisation Strategy 2018 – 2022 now serves as a guiding document for the Shire of Collie’s future planning, river restoration works, and partnership efforts across agencies and community stakeholders.
